The mayors of Carlisle and Celenza: risk another 'earthquake'
Carlisle (Fg) - The town of Carlisle Celenza Valfortore and to put forward officially request for extension of emergency rule on the post-earthquake reconstruction 2002. "The reconstruction is not completed for damaged houses and classified in Group B and C - said the mayor of Carlisle, Dino D'Amelio - is also still standing problem of the VAT refund on costs for the reconstruction work ". The extension, requested to complete the reconstruction work in progress and for a period of not less than two years, has been addressed, as well as the Presidency of the Council of Ministers, also the President of the Puglia region as a delegate to the Commissioner seismic events in the province of Foggia, the President of the Republic, the head of the Civil Protection Department and the Prefect of Foggia . "We have to make functional the damaged houses to let people back - said the mayor of Valfortore Celenza, Francesco Santoro - not an extension would have fewer facilities and less means of achieving that goal." The two mayors have stressed the important role played by the commissioner structure which enable it to overcome the many difficulties which have arisen for the post-earthquake measures, noting how this structure should be retained to complete their reconstruction work. In the days past also met the Regional Council of Molise to approve an agenda to ask the new government reconstruction funds. Molise advisers stressed that the post-earthquake problem is not a political issue or a tool for political debate as it happened in the past (also in Puglia) but it is only a problem to solve in order to protect the rights of citizens earthquake . In short, a change of course that the mayors of Carlisle and Celenza greatly appreciated and shared. D'Amelio and Santoro have requested that the Region of Puglia to move in this direction with the involvement of parliamentarians Foggia, to enact laws that extend also to the captains the same treatment already given to other Italian areas damaged by earthquakes. On 31 October the towns of Carlisle and Celenza recalled the eighth anniversary of the earthquake of 2002. The two centers of the Mountains Dauni were among the hardest hit in terms of damaged houses (hundreds of evacuation orders) for both economic and social consequences. Unfortunately, after eight years, the situation is still very critical especially for the conditions in which the damaged houses, some with collapsed roofs in the last year or even in a few months. "We risk another earthquake - the two mayors complain - the next rainfall and snowfall could further affect the state delle abitazioni mettendo a serio rischio anche l’incolumità delle persone che abitano nelle case adiacenti e confinanti a quelle inagibili”.

Psr 2007-2013, "Let us avoid yet another robbery at the expense of Monti Dauni" Wind
That fact, in addition to being clear contradiction with the rules of their calls, namely the financing of 100% of eligible expenses is an unfair and blatant prejudice for our communities, especially in the context of joint economic crisis. All departments concerned, in fact, in accordance with the provisions in the invitations and the State-Regions of 22 July 2009, did not allocate any budget item to cover VAT, or in this stage are the ability to recover, because of the known difficulties of the budget and the impending expiry of the law proposed for any adjustments.
It 'obvious that persist in trying to download on the part of all our municipalities substantial charges related to VAT, however, in a totally unexpected and sudden resignation of would oblige us to finance the unforgivable loss an important development opportunity for our area and very serious and inevitable consequences in terms of mancat environmental regeneration of the area.
For all these reasons, we ask for an urgent meeting to address this unfortunate situation in time to avert yet another theft and damage of the small towns of the Mountains Dauni. Trusting in His sensitivity and availability, we remain confident in waiting for feedback.

non-invasive, the appeal of the mayor of Carlisle in the Puglia Region
Carlisle (Fg) - "There is a sustainable and non-invasive way to focus on energy from renewable sources, but we are not allowed to implement" . It 's the mayor of Carlisle to appeal to the region of Puglia. "The wind farm intercommunal Carlisle and Celenza Valfortore would have less than 10 blades, with a very limited impact on the environment and landscape, but has not yet obtained the necessary permits." The reason lies in the grounds of the current constraints contained in the various EU directives and implemented in the territory of Puglia. The Mayor of Carlisle and to Celenza are facing an enemy who, in their view, would slow economic development of its territory. Constraints SCI (Sites of Community Importance), hydrogeological and those IBA (important bird area) characterize the area of \u200b\u200bthe two municipalities for almost all of them. Carlantinese in common, especially, the hydrogeological bond stretches over 99.8% of the municipal area, the area SCI is 73% while the Puglia Region, later this year, plans to bring 100% of the territory Carlisle person under IBA. " will enter the New Year with the municipality fully bound - said the mayor of Carlisle, Dino D'Amelio - Taxation and unplanned obstacles, imposed from above and prevent any development of alternative energy." The mayor points out that it is not contrary to these a priori constraints that could potentially be an important tool for the territory. "We had our territory bound for years, but these measures have not brought any development opportunities, rather led to a limitation in various activities - continued D'Amelio - My country is the only municipality and one of the totally bound just not be able to develop alternative forms of energy. " The City of Carlisle, after completion of the dam Occhito, was heavily penalized by the loss of fertile lands that have blocked the development of agriculture and for the imposition of constraints hydrogeologists, SIC and IBA promising development on the main natural and environmental reasons. A promise never realizzatasi. "We urge the Puglia region to reduce and not to increase the ties that already suffer for years - said the mayor - because we want to develop activities such as the creation of the wind farm, are sustainable and not impact severely on 'or the integrity of the conservation of species and habitats. " The first ensures that the implementation of a national park (around 6-7 blades) will have no negative impact on the habitat and animals by ensuring, however, to guard with care all the natural heritage of the area.

For the collection of waste, the Municipality claims costs amounted to € 109mila year, earning for its service only 53 thousand euro - said the deputy mayor of the town, Ivana D'Amelio - Differentiation for us has become a requirement for reduce the deficit to be in the legislation. " The vice-mayor refers to the Law 22 of 2007, the regulatory framework that established the mandatory recycling standards and increasing in quality and quantity of service products. In 2009, the average percentage of waste in Italy stood at 30% to 14% in Puglia. In Dauni Northern Mountains, the situation is no better with a rate of separate collection still 11%. In this regard, is to signal an important ruling of the Court of Auditors in December last year that ordered the City of Marcianise (Caserta) to pay a fine of € 450 thousand for not meeting the minimum percentage of recycling of waste. "The principle expressed by the Court of Auditors is clear - the mayor warns D'Amelio - the differential is a clear obligation for municipalities and not an objective of secondary importance." For the future, we will also evaluate alternative systems with the objective to reach a contribution of mixed waste by the citizens themselves with the control of the amount deposited, reducing the fare to the person making a good recycling system. But what is recycled in Carlisle?
